A convicted California sex offender who was spotted riding an e-bike near Gilbert schools while wearing children's accessories was arrested Thursday following a barricade standoff that required a multi-agency response, the Gilbert Police Department said.

The investigation began Tuesday when Gilbert police received reports of a suspicious man riding near schools, neighborhoods, and other areas where children gather after school. Witnesses said the man was wearing a Barbie backpack and had a Disney princess tote hanging from his handlebars, according to the department.

Investigators identified the man as Gibran Alvarez, 35, who was wanted on a 2024 California-only, non-extraditable probation violation warrant stemming from a 2023 felony conviction in Orange County for possession of child sexual abuse material.

When officers located Alvarez on Thursday, he barricaded himself inside his home. Investigators worked with the U.S. Marshals Service and the Orange County District Attorney's Office to have his warrant modified for nationwide extradition. Gilbert's Criminal Response Team then obtained a search warrant from Maricopa County Superior Court, and multiple agencies helped serve it. FOX 10 Phoenix and 12 News also reported on the arrest.

Alvarez was booked into the Maricopa County Sheriff's Office jail, where he is being held without bond. Gilbert police credited residents for reporting the suspicious activity, saying in a written statement that "their vigilance made a direct difference in this outcome." The investigation is ongoing.
